Minnesota employers: Effective July 1, 2023, Bloomington joins Minneapolis, Saint Paul, and Duluth among the Minnesota localities to require paid sick leave.

Like some of its predecessor ordinances, the law will require that employees accrue 1 hour of sick leave for every 30 hours worked, up to 48 hours per year. There will also be an 80-hour maximum accrual cap. The law and guidance to date is silent on whether frontloading the full amount of leave each year will eliminate carryover obligations and whether employers can limit employees’ annual sick time use.

Employers will also need to comply with certain notice and posting obligations, and will need to include the balance of accrued sick leave on employee paystubs. Now is a good time to prepare compliant policies and get other compliance mechanisms in place!
